Pajak cukai tembakau di Indonesia dinilai tidak banyak membawa perubahan dalam penurunan prevalensi perokok. Pemerintah Indonesia sering menaikkan cukai di atas 10 %, tapi masih belum mencapai proporsi 70 % dari harga jual eceran dan harga $ 10 atau setara Rp 150.000 sesuai rekomendasi WHO.
